Possible layoffs orstaff furloughs:

Every single district has laid off teachers and other staff(administration, custodians, bus drivers, etc.) in some format.  Many are offering early retirementpackages. 

Possible program cuts:

  • Special areas such as elementary fine arts (music, PE), media (library) are being eliminated or drastically reduced (Example: 30 minutes of art once a month now versus 45 minutes once a week). Middle School special classes such as general music, foreign languages, Family and Consumer Sciences and technology are also being offered less or not at all.
  • All Day Kindergarten throughout the state is being eliminated or less sections offered to a limited population only (students with special needs primarily).
  • Class sizes are increasing, some dramatically.
  • Districts have eliminated summer school and after school tutoring.
  • Field trips, and bussing for extra-curricular activities has been greatly reduced and/or eliminated completely.

All PD funds from the state have been eliminated which hasimpacted schools greatly.  Most have puta freeze on PD and teacher trainings (especially anything that requires a sub)indefinitely.

School Demographics:

We are an urban school district with about 70% of ourstudents qualifying for free or reduced price lunch, 30% of our students arenon-White, and about 25% of our students qualify for special educationservices. 

Current State:

We are dealing with more than $5 million in budget cuts. Wefear that our 2012 budget will be far worse than the current budget since staterevenues continue to fall below projections and the stimulus funds will nolonger be available. The actions I have outlined above will result in theelimination of 40-65 teacher jobs and 40-65 other jobs (i.e., administrators,secretaries, custodians, counselors, social workers, nurses, paraprofessionals,etc. - all employee groups will be affected). 

If the worst case scenario occurs for the 2012 budgets, thenelementary students will most likely have art, music, and PE opportunitiesdecrease by 50% (30 minutes once per week instead of 30 minutes twice perweek).  Foreign language, art, PE, music,and technology opportunities will most likely be reduced at the middle school.  Many elective programs will most likely beeliminated at the high school level. Student support services, such as counselors, social workers, andnurses, will most likely be reduced. Class sizes in all grade levels will likely increase.

1.         93%indicate they will lay off staff; most say the layoffs will involve teachers.

2.         60%indicate staff reductions will translate to education program cuts.

In NJ we are overwhelmed with budget cuts due to thefinancial crisis and having exhausted ARRA funds.  Statewide, we areseeing a minimum of 5% total budget cuts to make up for the loss offunding.  Locally, we have lost 99.7% of state aid.  The only revenuethat is received other than from the local tax levy is $143,000 from IDEA and$13,000 from NCLB.

The Associated Press - Tim Korte - Albuquerque schoolssuperintendent Winston Brooks says a $43 million budget shortfall is leading tosevere cuts for next school year, including the possibility that 700 employeesmight be laid off. In addition, the district wouldn't fill about 500 emptypositions, resulting in a cut of 1,200 employees - about 10 percent of the workforce.

We used our Title I ARRA funding to re-hire 10 elementaryschool teachers throughout our school district. These staff are used to reduceclass sizes in our full-day kindergarten program and to provide much neededstudent intervention.  When the fundingruns out the teachers will lose their jobs. Our school district has stretched our ARRA allocation, $1.56 million, tolast 2 school years.
